In most cases, the federal government contributes half the amount while the states contribute the other half. In contrast, federal funding for CHIP gets done as a block grant, with each state getting a fixed amount of money despite the number of people covered (Williams & Searcy, 2016). Another similarity between Medicaid and CHIP is that they offer health care coverage to children from low-income families (Zheng et al., 2017). Initially, CHIP came about as a legal framework to address the shortcomings of Medicaid, which secluded certain classes of children from its eligibility window. Unlike CHIP programs, Medicaid has to offer specific services to the children covered under the program.
