The United States Department of Homeland Security has since the September 11 committing resources and expertise to ensure that America and its territories are safe from terrorism scares and other acts that might compromise the security and well-being of its people (Roberts, 2011). In its quest to being reliable, the department has been faced by many challenges ranging from the complexity of issues, lack of coordination with other stakeholders and department and lack of political goodwill to influence policies to strengthen its mandate (Bean, 2009). In the last 20 years, despite these challenges, the number of terror-related activities have declined drastically, and this is proof enough that the Department is of much relevance to the country and its stability and security of its citizens (Roberts, 2011).
