For Kiribati which is the worst affected, the location of the country is the reason since it cannot tap into the technological inventions of the developed countries. For Burkina Faso, a country located in western Africa, technology development and implementation has been prevented by the endless wars and terrorist attacks. Terrorists and rebels that fight the government destroy infrastructure leading to lack of communication facilities. For Haiti, the information technology problems are caused by natural calamities such as earthquakes and struggles for freedom which was also the major cause of Cambodia nontechnological environment.
