I believe that the ministry had certain distinctive cultures that made it quite difficult for the other employees to raise concerns about the misconduct by Harrison and some of his corrupt dealings. First and foremost, the ministry did not have a comprehensive whistleblowing policy. As stated earlier, whistleblowing policies are important because they clearly state the steps that an employee can take to raise issues regarding scrupulous dealings within an organization. In this case, the ministry did not have a comprehensive policy on the same. Therefore, the employees who had evidence regarding Harrison’s corrupt dealing did not have a guideline on how they could lodge their complaints. In such a scenario, Harrison, a high-ranking official, becomes quite an issue to intimidate the junior employees from reporting his actions. The other culture that made it difficult for employees in the ministry to raise issues of irregularities is that the entity did not conclusively address any concern that the employees raised, which discourages the other employees from taking up such matters against senior employees.
