This by itself is a violation of the Ant-Kickback statute. Under the United States health laws, the Ant-Kickback statute is a criminal statute that makes it an illegal exchange of anything of value to reward referral of health care programs. The Anti-Kickback statute was passed by the Congress in 1986.
