President Franklin Delano Roosevelt presented what he termed a Second Bill of Rights, specifically, a Bill of Economic Rights to which he felt every American was entitled. For this forum:

Through the development of an Act such Patient Protection and Affordable Care Act, the Federal government lays down a commitment by the government and all other stakeholders involved in making medical services available to the citizens especially those who may be considered as less fortunate.
