    1. 2.Was Leonard Peltier wrongfully convicted? Why or why not?

Looking at the first point, Bidwill endorsed law-enforcement zones, meaning that the Indian voters would elect a male in each district, thus being part of the Justice of the Peace for Indians. The second point defined Indian crimes and penalties for each, particularly non-Indians who violated Indian rights. Thirdly, Bidwell proposed adoption procedures for Indian children by non-Indians provided their parents offered in-person consent. According to Madley (2016, p.157), the fourth point emphasized labor contracts between the natives and the non-Indians. Upon the expiry of their contract, the Indians would receive two lovely suits. The sixth point proposed fines imposed on employers who forced the Indians to work on my grounds. The seventh guaranteed Indians their liberty of movement. Finally, the bill proposed limited land rights to Indians and protected their access to places they could gather food. As an Indian employer, Bidwell wished to see a happy coexistence of the Indians and non-Indians through a bill that would forestall violence. However, other senators felt that the bill granted Indians more rights and protection, thus taking measures to bar them from voting for the bill.
