The Federal agencies have not only been empowered resource-wise but also policy-wise. However, I agree with the author that these agencies have reduced their roles to paperwork processing and in ensuring that projects continue with minimal impediments to the environment (King, 2009). This is because when the project proponents approach these agencies, the agencies do not find it essential in consulting the local citizens whose heritage is impacted by the projects. The citizens are eventually promised of their interests being considered something that does not usually happen. As the author puts it, the National Historic Preservation Act of 1966, requires that the federal agencies must consider the effects of their actions on historic properties. However, it has become normalcy for the agencies to stop, look and turn a deaf ear.
