The United States Federal Bureau of Investigations defines cyber terrorism as a premeditated and politically motivated attack against information, computer systems, and data that brings about violence. These attacks usually lead to the denial of service. The attacks are explicitly designed to cause physical harm to individuals (Monteith, Bauer, Alda, Geddes, Whybrow & Glenn, 2021). There are diverse views on what should be considered cyber terrorism. Some experts believe that the outcome of the attack must have resulted in physical harm or loss of life either directly or indirectly, while others believe that physical harm should not be a prerequisite for classifying a cyber-attack as an act of terrorism (Monteith, Bauer, Alda, Geddes, Whybrow & Glenn, 2021).
