The community power structure can be defined as how power is shared at the community’s localized levels. The models of community power include the elite and pluralist models. The elite model holds that at the community level, a small number of people, usually consisting of upper-class businessmen and financial leaders, are the ones whom power is concentrated amongst (Hunter, 2017). On the other hand, the pluralist model posited by Robert Dahl is incomplete contention with the elitist model that power is concentrated within a single and central source. It asserts that power emanates from various political powers that are not fully sovereign at the community level but include different leaders representing large interest groups
