It is the role of the federal government and states to formulate appropriate schemes for income tax to their residents and people working within their jurisdictions. However, there are cases where individuals live in a different jurisdiction than the one, they work in. In this case, the taxing authority must work towards a well-integrated system that will effectively tax these individuals while avoiding double taxing them. Telecommuters refer to the class of individuals who have working arrangements outside the office. In this case individuals may be working at their home for companies that are entirely outside their jurisdictions or else they may be commuting to work in other jurisdictions.
