In my own view, the department of homeland security (DHS) has an ineffective or cumbersome structure. It uses a hierarchical organizational structure where decisions and information flow from the senior-most person to subsequent officials. In other words, the chain of command goes from the top down, where it flows from the secretary of homeland security to the constable police officer. This type of structure makes DHS less flexible to changes (Kudrick, Korbelak, Dressel, Lockett-Reynolds, Rutherford, Witbeck, & Peterson, 2019. It makes it less accommodative to the current changes, thus lagging behind. Also, it makes the workers act in the interest of their respective departments or units instead of the entire agency bringing differences.
