Public Personnel Management.

Answer preview

Although under the “Service First” reform, Bush managed to downsize the administration, this system is not a useful initiative. As much as cutting down on spending is essential, this should not mean that the measures taken should include reducing workers’ pay. Having a workforce where employees are satisfied with their jobs increases performance. However, as illustrated by Crowell and Guy (2010) and Bowman et al. (2003), the system alters job satisfaction due to cutback measures on bonuses, remuneration, and training opportunities. Moreover, the system heightens job insecurity issues considering that with the at-will policy, employees can lose their employment out of petty issues like airing their views about the reform. Such a policy can promote favoritism, which heightens organizational politics and reduced working morale. Moreover, the workforce’s reduction without a clear plan of the right individuals who should take over the positions increases spending due to shifted workload, which goes to outsourcing and privatization.
