In this step, the MTA issued a second RFP to the interested contracting firms. It developed specific guidelines involving public access and integrating the community values. In other words, in this step, MTA considered assimilating the community values in its project development (Kohn, Segel, & Lane, 2008). However, the initialization of the project failed after MTA only considered the economic perception and disregarded the cultural perspective where it was to include a cultural theater in the upcoming design. New York City mayor Giuliani at the time vowed to veto the proposed design.
