What is a strategic plan as it relates to the future goals and objectives of the organization?  Why is it important to have a strategic plan in place for a budgeting process?

A strategic plan is a document that results from a process of examining missions, goals and objectives.  A strategic plan usually includes, at a minimum, the mission statement of the department, goals and objectives, and clearly defined methods of measuring performance.  A strategic planning is just that, planning.  It is not a budget, its a planning guide to achieve a desired outcome.
A strategic plan in regards to budgeting is a long-term planning that begins with the current status and lays down a path to meet an estimated future needs.  Strategic planning begins with the desired-end and works backward to the current status.
According to Stuart, “the more costly items presented for a budget consideration typically require much justification and research” (Stuart, 2015).  Now way to provide justification for the need, it has to be shown or proven why it is needed and how the needed item(s) are going to fit into the agencies strategic plan.
A strategic plan is important to have in place for budgeting purposes, as it serves as a guideline.  If the strategic plan is done correctly, it should help to develop a strong relationship between the strategic and many of the items within the departmental annual budget.  As Stuart mentioned in Budgeting Basics, “a strategic plan is not designed to address routine operational changes, but major changes to endeavors” (Stuart, 2015).
When dealing with anything as far as a departmental thing, having a plan is important.
