If I were Martin, first I would assess the change that has made the boss to demand improved productivity. This is by analyzing the record of previous outputs, versus the orders. Secondly, I would fix a meeting with Hank, not to give him orders, but to discuss with him how we can utilize the available resources to improve productivity. Finally, if need be, fix a meeting with other departmental staff to forge a way forward as a team. After that, I would monitor if changes are coming forth before taking any other stiffer action.

I think Hank’s interactions with his co-workers might have both positive and negative impact on their productivity. Positive impact in such a way that the interactions might strengthen the team and hence increased teamwork motivation. However, the interactions might mean that Hank’s subordinates get used to him so much that they cannot take his instructions seriously.
