The bill of rights come into existence on September 25, 1789, when Congress submitted twelve proposed amendments to the constitution. Later, it contained the first ten amendments incorporated into the United States Constitution. The primary objective of the amendments was to guarantee the rights and civil liberties of people, such as freedom of speech and religion. Furthermore, it has become an integral part of the constitution since the first ten amendments were ratified in 1791.
