In his study, Gerrard (2008) evaluates how the environmental impact review process. The author elaborates that the introduction of the national environmental policy act (NEPA) changed environmental protection policies and climate change. NEPA passed the law in 1970, which sprouted other “little NEPAs” in the US and other countries. Currently, over 25 states and over 80 countries have created their own environmental laws. Gerrard, (2008) outlines that all these laws are designed to push the governments to consider environmental issues while making their decisions. One more remarkable achievement of NEPA and its equivalent is establishing the environmental impact statements’ preparation (EISs). EIS is a document that various agencies require to examine a broad range of impacts of multiple projects on the environment and alternatives. The introduction of the simplified environmental review process creates an opportunity for people to express their concerns about climate change. The author outlines that climate change has become a concerning issue, such as those implementing environmental laws like NEPA and state environmental regulations are under pressure of acknowledging the climate change in EISs and related documents. Compared to the federal government, states are ahead in considering climate change in their decision and are developing more broad procedures that can be implemented if a more reasonable and sympathetic president assumes power in the country.
