Institutions have formulated policies to ensure that their staff are attentive to signs of abuse and neglect among children and are trained to identify such signs (Flaherty, Sege, Hurley, and Baker, 2008). Given that cases of abuse or neglect are not always clear, the institution must develop guidelines for the staff to follow when dealing with such cases.
