Answer  preview

Both the president and governor are constitutional heads; the president heads the nation while the governor heads his respective state. All the decisions made in their areas of jurisdiction are made in their name, although their council of ministers exercises the actual decision-making power. The ministers propose and deliberate the bills, but the governor or president signs them into laws (Colomer, Sikk & Taagepera, 2020). Another similarity is that they can both promulgate ordinances. When a critical decision needs to be made with insufficient time to call parliament, then the president or governor can allow the government to take immediate legislative action.
