Answer preview

The unethical behavior of leaders and inefficiencies are positively correlated. Leaders may put their interests first instead of that of individuals. Leaders are required to pursue the greater good of its people in order to function efficiently and effectively. This also provides and maintains public confidence in the government and companies. Competent leaders may produce unacceptable and fatal outcomes when they neglect to be ethical. Both minor and major ethical failures may endanger the well being and cause loss of lives of citizens. The impact of their unethical decisions automatically makes them incompetent. The response to the disaster could have been more effective if the Homeland Security Operations Center (HSOC) reacted at a fast rate and hadn’t mischaracterized important situations. The failure of the government to establish early enough that the levees and floodwalls had been breached and not just overtopped was due to the inaccurate information by HSOC. The inaccurate information leads to a less instant and effective response at the initial stages. This subsequently derailed the relief effort which increased the impact of the hurricane. More lives were lost, property destroyed, pollution caused and individuals injured which is unethical. Lack of a backup communication system after all communications were disabled and assumption that some of the areas may be inaccessible due to the flooding. It is vital to have a strong and alternative response in cases of national disasters. Effective organizations and policies should be implemented and more stringent measures made in vulnerable areas.
