After reading the article “‘Big Questions About Intergovernmental Relations and Management: Who Will Address Them?” by Kincaid and Stenberg, choose two of the questions from the article that intrigued you the most. Then in 750-1,000 words, do the following:

On the state of state-local relations, states have granted local governments increased autonomy over some functions. State governments focus on statewide services like highways, parks, universities, and prisons, while local governments control local roads, fire protection, and the police. Even though there are specific functions to either state or local government, other programs that the state, local, and federal governments jointly perform, such as welfare, education, and public safety, other functions are performed using the crossover arrangements. This is whereby the state government equalizes spending to allow poor communities to provide better social amenities like schools.
