Despite the fact that project managers know the importance of coming up with a WBS, some choose not to do it because they consider it a waste of their time (Norman, 2005). For others, developing the WBS is quite challenging, considering they do not have access to an elaborate guiding framework. As such, they will either quit or create a substandard WBS.
