Program theory is established from the social perspective (social science theories), explaining the need to enhance a positive social experience for individuals and groups within the community. Particularly the theory of social change encompasses the dimensions of culture in addition to politics and economy. In this case, organizational culture is an important element in enhancing social change influencing the values, systems, and structures. Hence enhancing change in the organization must involve a change in the cultural, economic, and political systems.
