Policy Memo

The audience for this policy memo is a senior local government official, who has executive authority to direct a law enforcement agency that is relevant to the subject at hand (e.g. police chief, sheriff, senior judge, director of parole and probation services). The executive is familiar with institutional details, but has a legal or practitioner background.

You must read both articles provided and answer the following questions in the memo:

  • What is the “big” problem this paper addresses?
  • What specific question does this paper seek to answer?
  • What data do the authors use? What do they do with the data?
  • What do the authors find?
  • How do the findings change our understanding
    of the “big” problem?

The “big” problem addressed is the use of the police force. There has been a spark in the civil unrest and public protests that scrutinize excessive police force on unarmed citizens. The racial and ethnic minorities have been voicing concerns about the abusive and aggressive tactics applied by officers during confrontations (Ariel et al. 2016 pg. no. 745). As a result, there has been a push in reforming the policing strategies of this unit. The policy reforms aim to protect civilians and officers. Various studies indicate a rise in the number of officers injured or killed when encountering the public.
