The US Senate passed the PATRIOT ACT out of panic, a rushed amendment of the surveillance laws that existed. This amendment to the surveillance law, to a great extent, increased the state’s powers to monitor information of its people while at the same time reducing the check and balance mechanisms on those powers like judicial processes, accountability to the citizens, among others.
