Answer preview

Medicaid has been in existence for more than 50 years, and its creation was preceded by the federal government’s effort to improve healthcare coverage in the country. Huffman & Upchurch (2017) says that Medicaid evolved from the health coverage plans that Presidents Roosevelt and Tuman pushed for in1930s and 1940s. In 1965, President Johnson amended the Social Security Act that created Medicaid and Medicare. According to Huffman & Upchurch (2017), private insurance companies have supplemented Medicaid in the 1980s through Medigap plans. Buchmueller, Cliff & Levy (2020) claim that from 2012, states have had the power to expand or not expand Medicaid for low-income adults with financing from the federal government. This has seen 36 states with the District of Columbia expanded Medicaid coverage while 14 states are yet to expand.
