The congress also ensures that the available funds are used correctly. The Congress should be able to hold the appropriations when it feels that it has been used in the wrong way. This should only be done if it enhances the foreign affairs. By doing so, it ensures that the policies that have been put in place are not breached, and there is no misuse of power. The Congress has to make sure that lawmakers stipulate how the money they get for defense and internal affairs is to be used (Silverstein, 1997). Another reason why the Congress should have the mandate is that they are capable of conducting a thorough investigation when they suspect that something is going wrong. This helps to make sure that the proper protocol is followed. Congress also advises the president on what should be done and should not.
