The ethics of dissent can’t be discussed without introducing you to Rosemary O’Leary. She wrote the book “The Ethics of Dissent: Managing Guerilla Government.” Please view herpresentation at Florida State University in 2015. What does she mean by Guerilla Government? Dissent refers to the existence of disagreements or a difference in opinion between various members in a government or organization. Dissent often surfaces as guerrillas, a sort of system that uses multiple channels to express variated opinions. Rosemary O’Leary defines Guerilla government as individuals who go against set wishes or commands and disregard communication brought forward by superiors. These individuals act in ways that undermine their professions while maintaining a cover of secrecy. Guerilla governments typically result from a particular set of ethics a person has.
