According to bioterrorism law, HIV-infected blood is defined as a biological substance that is harmful since it results in the transmission of HIV (Horvath et al., 2010). However, anti-bioterrorism laws significantly ensure that HIV-infected people freely inform others of their status before engaging in any intimate contact. This may encourage them to employ preventive measures while engaging in sexual relations, reducing the number of cases of HIV transmission. In the long run, the mortality rate due to HIV will reduce since everyone is accountable and responsible.
