The local government should be responsible for providing broadband access to under-served regions. The government is obligated to provide access to marginalize areas and ensure they receive municipal fibre networks and internet access (United States News, 2016). The commercial industry providers should not be compelled to provide broadband access. The local government should instead reform policies that place rural areas at a disadvantage.

The government should play a crucial role in enhancing communication in the under-served regions through telecommunication investments. Local ownership of community broadband services by the government can also help ensure access within these areas (Center for Rural Strategies, 2020). The government also has a role of regulating the policies and laws that govern broadband firms to ensure network neutrality is facilitated.
