Policymakers obtain their insights from theory evaluations to make decisions about intervention mechanisms. A typical field that highly applies theory development and assessment in the health sector. It is because most of the public health policies are complex and broad. It becomes challenging to subject each to randomized controlled trials for policy decision-making (Kislov, Pope, Martin, & Wilson, 2019). Instead, a theory evaluation is often conducted to prove its reliability once implemented for clinical practice. The test of the theories will be based on analyzing the immediate and short-term outcomes that will forecast long-term results. According to research, nearly half of the existing public policies from 1990-2009 are health-based interventions (May, Johnson, and Finch, 2016).
