Security and Privacy

To the casual observer, security and privacy are at opposite ends of the spectrum in that to be secure, one must give up a degree of privacy. On the other hand, to be more private one must give up a degree of security. Are privacy and security counterbalances to each other, or is it possible to be both high levels of security and privacy?
